This looks more like The Shadow, acting as his original incarnation of narrator, hosting an adventure of "The Executioner" or "The Destroyer" or one of those macho paperback characters. And yet it is supposedly a comic under the cover. I believe (from what little I gleaned from the web) that it is the Kaluta tales from the first run of comics at DC. I'd love to know more, though.
