Kind of looks like she's wearing wallpaper or curtains. Must have been the fashion at the time. I guess I don't care much for this cover simply because it looks as though The Shadow is just observing the crime, not in the fray or even trying to prevent it. Reminds me too much of the radio program when The Shadow would say "Don't go near that window. Stop." Next thing you know the bad guy either falls to his death or escapes. I could never understand how an invisible guy couldn't just waltz over and keep the villain\victim from doing what he doesn't want them to do. Sigh.
