I'm guessing that this cover is by Rozen although I'm not sure. For some reason this cover reminds me of Highlights Magazine (if there were no sinister Shadow covering the hamlet). But ya gotta love the title of the story in relation to the imagery. As usual, click here for a review of this 1936 tale.
Yep, it's a Rozen. Basically, George Rozen did every SHADOW cover from Mar '32 through Mar 15 '39, Oct 1 '41 through Feb 15 '43. and finally Fall '48 through Summer '49 [The last four]. Exceptions were Nov 1 '37 [a photo cover] and Aug 1 ,42 [a flag cover]. He also did the Jan '32 cover, interrupting brother Jerome's 4-issue run.
