Looks like Edd Cartier's Shadow in an Edd Cartier sci-fi world. But according to the Shadow Wiki this is a cover by Jack Binder. I know absolutely nothing about Jack Binder. Guess I'll have to do some sleuthing...

Jack Binder and his brother Otto Binder also did work for Fawcett Comics, especially working on the Captain Marvel comic for Fawcett. I believe they also wrote short sci-fi stories that were part of Captain Marvel comics.
