Sounds exciting to me and it looks as if The Shadow has his hands full in this one by Theodore Tinsley!

ON THE AIR: December 29, 1940

 The Shadow solves a really cold case.  All the way back to the Civil War.  This is a Romeo & Juliet tale of haunted mansions and hotels.  A mysterious manner of death preceded by a mysterious musical accompaniment in the deep South.  The last broadcast of 1940... "The Ghost on the Stair"!

"Vengeance Is Mine!"

 Hands!  Puzzles!  A blue light!  Are we looking at the famous highly polished table in the hidden sanctum of The Shadow!  This passage from the novel explains the cover.

"The Shadow produced a large box that contained many small compartments, each filled with little blocks like the portions of a jig-saw puzzle. Each of these pieces was cut square; it was a simple task to fit them. One compartment contained eyes of varied shapes and hues; another had noses of varying sorts. There were portions of lips, cheeks, chins, ears, hair - everything needed to form the portrait of a human face."

Pretty cool for back in the day.  Imagine what The Shadow could do with the technology we have at our fingertips today.  But that is a double edged sword since the massive surveillance state we have become would make skulking in the shadows very difficult.  But I bet Gibson could have figured out a way to make our hero continue his work under those challenging circumstances.

 I want to like this cover but it just feels bottom heavy and cramped.  I'm guessing Rozen wanted to give the sensation that The Shadow was cornered but it's just awkward.  Perhaps that's because the story itself ain't all that great.  A slump Mr. Gibson?  Well, these things happen and when you have 325 tales to tell, not all of them can knock it out of the park.

Well, that synopsis sure makes the cover redundant.  And does this count as a "hand" cover?  I see the famous girasol ring amongst those rubies.  This is the 115th published adventure and the 114th of Gibson's novels. And, it seems, it may be the low point of the fabulous 1936 run.  I have yet to read it so I can't speak from experience.  Perhaps your opinion will differ.
